A site is defined in XML and running a URL generates a drupal web site
> php sifcmd.php http://www.sifbuilder.com/downloads/sibs/sib_drupal5_sif_sif.xml
The url includes the identification (the place where it will be created) and definition (its omponents and form) of the target site. The site identification may be modified interactively. Download the file and set the site identifying properties to sif run its uri (php sifcmd.php file://path_to_file) in force mode (-f).
